Quantity Surveyors. It will be observed that Mr. Fisher agreed with Mr. Chatham in preferring the system in vogue in the Public Works Department.

I am not aware that Mr. Jones was in favour of establishing a Quantity Surveying Branch in the Public Works Department as stated in Mr. Fisher's letter under Clause 11. No recommendation has ever been made to Government on the subject by any member of the Public Works Department. Mr. Chatham's views on the point are expressed in paragraph 11(d) of this minute of 16th. October, 1912, enclosed in my Confidential Despatch of 31st. December, 1912. It appears to me to be desirable that the opportunity should be taken of Mr. Chatham's presence in England to obtain. expert advice on the subject from some large Firm of Architects. I am not in a position to form an opinion as to

which system is the best.

Concerning the payment of a Chinese draughts-

-man by Mr. Fisher out of his own pocket, I enclose copy of a

minute by Mr. Chatham dated the 20th. May, 1912, on the subject.

Mr. Pau joined the service in 1905 on a

salary of $240 rising to 8960 by 120 biennially. It is to be

regretted that Mr. Chatham did not forward to Government at once

Mr. Pau's application for an increase of salary especially as it was decided when the matter was brought up that it was desirable to put the post into Grade III with a salary of 8960 rising to 81,200 by $120 biennially. This salary was offered to Mr. Pau but he preferred to adhere to his resignation in order to join Mr. Little who did not leave the Public Service in disgust as Mr. Fisher states, but to engage in private practice which has, I understand, proved very lucrative. It was also decided that the sum of $120 should not be refunded to Mr. Fisher who had acted in the matter without the authority of Government.
